Lawmakers call for an end to “Pink Tax” on menstrual products
Representative Lee Snodgrass introduces bipartisan legislation to eliminate 5% sales tax on menstrual products in Wisconsin.

APPLETON, WI—(WISS)— Paying sales tax on menstrual products could be a thing of the past if two Appleton lawmakers –from opposite sides of the political aisle–get their way. Representative Lee Snodgrass, a Democrat, and Senator Rachael Cabral-Guevara, a Republican, are introducing legislation to eliminate the 5% sales tax on menstrual products.
In a press conference on Tuesday, Representative Snodgrass called the tax regressive and discriminatory.
“The American Medical Association has deemed menstrual products essential for women’s health. And has called the tampon tax a regressive penalty that disproportionately burdens those who can least afford it. The sales tax on menstrual products treats individuals differently based solely on their sex.”
The Women’s Fund and The Monthlies Project are supporters of the legislation.
Julie Keller, the Executive Director of the Women’s Fund, said about 11% of women and children in Wisconsin live in poverty. She added that the current 5% tax can mean the difference between those women and girls having what they need and going without.
“Lack of affordable menstrual products contributes to missed school days and reduced participation,” Keller said. “In fact, 84% of young menstruators report knowing someone who has missed class because they did not have access to period products.”
Snodgrass said 32 other states in the US have introduced and passed legislation.
